The author

Elena Panaritis is an expert in property rights, creating markets in illiquid real estate assets, and public sector management. She currently heads Panel Group, a specialized advisory group that invests in undervalued property and provides counsel on transforming informal real estate and related public policy.

She teaches housing finance and public policy reform, with a focus on property and institutions at Wharton School, University of Pennsylvania, Johns Hopkins University School for Advanced International Studies, and elsewhere. In her eleven years working as an economist at the World Bank, she spearheaded property rights reform in Peru.
